Does Fine Art Photography Exist?

There are those that saying you are a fine art photographer is strictly a term used to get a model to take her clothes off.  Others say it must be black and white or sepia toned to be a fine art print.  Some of my friends have described fine art photos as the ones that are  poorly done but the art curator is too afraid to call the pictures junk.  An out of focus black and white nude that has flat lighting does not make a good fine art photograph.

I have seen work in all of these genres and think that another aspect must be closer to the real definition of fine art photography,  To qualify as art, the content of the photograph should be going after an emotional response from the viewer.  Fine art should further have a well defined theme that unifies the body of work.  Individual photographs that incorporate a theme and solidly hit at an emotional level are fine art.
